39. Conditional feature modules

These modules are mandatory when the trigger is present.

39.1 Payments, billing, subscriptions, and money movement

  • PRC-39-001 — Minimize possession and processing of raw payment credentials.
  • PRC-39-002 — Define the exact payment-compliance scope.
  • PRC-39-003 — Payment credentials never enter logs, analytics, support tools, or ordinary databases.
  • PRC-39-004 — Amount, currency, tax, discount, exchange-rate, and rounding behavior is correct.

  • PRC-39-014 — Fraud controls are monitored and do not create unacceptable discriminatory or accessibility outcomes.

  • PRC-39-016 — Financial exports and reports are access-controlled and auditable.
  • PRC-39-017 — Provider outage and delayed-event behavior are tested.

  • PRC-39-020 — Customer support cannot alter money movement without controlled authorization and audit.

39.2 Multi-tenant SaaS

  • PRC-39-021 — Tenant context is mandatory at every data and processing boundary.
  • PRC-39-022 — Tenant isolation is tested in database, cache, search, queue, file, log, analytics, backup, and administrative systems.
  • PRC-39-023 — Tenant-controlled identifiers cannot select another tenant.
  • PRC-39-024 — Tenant configuration cannot affect other tenants.
  • PRC-39-025 — One tenant cannot exhaust shared resources beyond defined limits.
  • PRC-39-026 — Cross-tenant timing and existence side channels are minimized.
  • PRC-39-027 — Tenant-specific encryption and key requirements are satisfied.
  • PRC-39-028 — Tenant administrators cannot exceed their organization scope.
  • PRC-39-029 — Support access to a tenant requires authorization, purpose, visibility, and audit.

39.3 User-generated content, communities, and marketplaces

39.4 Email, SMS, push, and notifications

  • PRC-39-064 — Phone-number or email reassignment risk is considered.
  • PRC-39-065 — Delivery status is not treated as proof that the intended human received or approved an action.

39.5 Localization and internationalization

39.6 Public content, search engines, and SEO

39.10 AI, machine learning, and LLM features

OWASP AISVS 1.0 was released on June 24, 2026 as a testable security standard for AI-enabled systems, and the current OWASP GenAI LLM Top 10 release was published on August 4, 2026. (owasp.org)

  • PRC-39-137 — Inventory every model, model version, provider, prompt, tool, data source, embedding store, and safety component.
  • PRC-39-138 — Classify the consequences of incorrect, biased, unsafe, or manipulated output.
  • PRC-39-139 — Define tasks the AI is and is not authorized to perform.
